Chlorine (E925): What It Is and Is It Safe?

Chlorine gas is used in some countries to bleach and oxidise low-grade cake flour, improving crumb structure in high-ratio cakes. The treatment oxidises flour lipids and destroys some fat-soluble vitamins such as tocopherols, and low levels of chlorinated by-products can form. It is not authorised as a flour-treatment food additive in the EU or UK.
